134. 207 The Plight of Three Men, Hamilton, Jefferson, and Madison.

This paper relives the history of federalism through the footsteps of three men, Hamilton, Jefferson, and Madison. This paper also gives an analysis of this period of time and its huge impact on the constitution we know today. Federalism-the sharing of power between the states and the national government-has been a major issue throughout U.S. history. When the U.S. Constitution established the federal government in 1787, it only exercised limited or enumerated powers, such as making treaties and printing money. The Tenth Amendment of the Bill of Rights, ratified in 1791, clarified that all other powers belonged to the states: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people." Over the years, in response to national crises, many of the government's powers-particularly those over social programs- were centralized to the federal level.

135. 209 Which Presidential Elections Were Remembered for Their Turning Points?

This paper discusses Presidential Elections that were remembered for their turning points. When thinking about presidents and the elections they participate in, it is also important to consider the times in which they sought and held the office. There are many circumstances or variables that determine the duties and of a president. The founding of government, the outbreak of war, or internal crises, are the criteria in which presidents work under. War changes everything in a nation, just as it did when "Lincoln faced the Civil War, when Wilson encountered World War I, and when Roosevelt was faced with the Great Depression and World War II." (Pious, 1993). An election serves as the nation's tool in choosing an individual that can handle the demands of the world's greatest country.

137. 286 The Power of the Supreme Court.

This paper discusses the role of the Supreme Court and its power over other courts. The most important function of the Supreme Court is to review decisions by the intermediate appellate courts. These include the United States Courts of Appeal, which are divided into 13 separate federal circuits. The Chief Justice appoints each of the associate justices to oversee one or more of the various circuits. The Supreme Court begins its "term" on the first Monday of October and ends nine months later. This schedule is dictated by federal law. During each term, the Justices agree to review, or grant certiorari, in approximately 100 out of 6,000 or more appeals. There are not any real guidelines for what the Courts decide against or for or are there any cases that are more special or important than others. The major role of the Supreme Court is to resolve conflicting rulings among the lower circuits.

"The Iran-contra affair was the product of two separate initiatives during the administration of President Ronald Reagan" (Columbia 1). President Reagan was committed to helping the contras who were in the midst of a guerrilla against the Sandinista government of Nicaragua. The Iran-contra affair was brought to light in November 1986 when President Ronald Reagan confirmed the reports that the United States had secretly sold arms to Iraq. Reagan's reasons for doing this were to improve relations with Iraq. In reality Reagan had traded arms for hostages. "Later in November, Att. Gen. Edwin Meese discovered that some of the arms profits had been diverted to aid the Nicaraguan "contra" rebels-at a time when Congress had prohibited such aid" (Grolier 1).
